The Dr. Charles T. Battle Memorial Scholarship Fund has been established to encourage high scholarship among youth in the upstate counties and to honor the life and legacy of the late Dr. Battle who lived and practiced in Seneca, and whose contributions to this community are universally hailed as exemplary. Dr. Battle was the first African American admitted to the medical staff of the Oconee Memorial Hospital in 1956 and was named emeritus in January 1997. Among his honors and recognition is the Order of the Palmetto, bestowed by Governor David Beasley. Dr. Battle died in 1998 at the age of 79.
